Agar biaya pokok penyediaan tenaga listrik dapat kompetitif, sehingga tarif listrik terjangkau oleh masyarakat, PLN harus tetap melakukan efisiensi. Yakni, efisiensi di sisi operasi dan pemeliharaan, jaringan transmisi dan distribusi, dan terutama di sisi energi primer.
