Rekomendasi Seminar
Berikut ini saran-saran / rekomendasi Seminar.
1. Program Tambah Daya Gratis, pada dasarnya adalah terobosan yang baik sehingga layak diterapkan, dengan beberapa catatan untuk diperhatikan:
- tingkat mutu pelayanan jaringan setempat tidak berkurang
- diberlakukan pada jaringan distribusi 20kV/380V yang telah siap secara teknis, misal kemampuan: trafo distribusi, sistem proteksi, penghantar dlsb. Serta ditopang jaringan transmisi yang telah siap secara teknis.
- diberlakukan secara sukarela dan diterapkan secara nasional; sehingga tidak menimbulkan kecemburuan sosial-spasial
- perlu diperhitungkan dengan tepat, untung-rugi antara investasi (MCB, Trafo, Konduktor, dlsb) dengan pendapatan penjualan PLN [Analisa Biaya-Manfaat / Cost to Benefit Ratio].
- konsumen pemilik instalasi rumah tambah daya, perlu mempertimbangkan: kebutuhan daya sebenarnya, kelayakan teknis instalasi yang dinyatakan oleh Sertifikat Laik Operasi, serta kemampuan ekonomi, sebelum mengajukan permohonan Tambah Daya Gratis.
6 dalam hal pelanggan baru, tentu diterapkan secara bijaksana; sesuai ketentuan penggolongan tarif listrik yang sementara berlaku.
7 diprioritaskan pemakaian peralatan produksi dalam negeri [memenuhi persyaratan SNI], karena akan menaikkan konsumsi listrik pabrikan domestik tersebut. Sehingga surplus daya listrik akan terserap sebagian.
Istilah ‘penyederhanaan golongan tarif’ atau ‘penyeragaman golongan tarif’, perlu diganti dengan istilah “Tambah Daya Gratis”. Serta, penerapan azas ‘sukarela’, tidak dapat mereduksi jumlah klas tarif secara signifikan dalam waktu singkat. Melainkan memerlukan waktu panjang, seiring perbaikan ekonomi pelanggan sektor rumah tangga.
2. Renegosiasi perjanjian jual beli tenaga listrik [power purchase agreement/PPA] antara PLN dan PLS [Produsen Listrik Swasta], untuk pembangkit yang belum memasuki tahap konstruksi atau belum mendapatkan Surat Jaminan Kelayakan Usaha dari Kemenkeu, adalah terobosan yang baik untuk menekan biaya pokok pembangkitan, dan akhirnya akan menurunkan tarif listrik. Namun dalam pelaksanaan renegosiasi; perlu dilakukan dengan prinsip tawar-menawar yang dilandasi: kebenaran, kejujuran dan keadilan. Serta memperhatikan pihak ketiga, yaitu pemberi pinjaman (Lender) investasi.
3. Agar biaya pokok penyediaan tenaga listrik dapat kompetitif, sehingga tarif listrik terjangkau oleh masyarakat, PLN harus tetap melakukan efisiensi di sisi operasi & pemeliharaan, jaringan transmisi dan distribusi, dan terutama di sisi energi primer.
4. Peningkatan efisiensi di sisi energi primer dilakukan, antara lain dengan mengendalikan harga beli energi fosil dengan menerapkan kebijakan Domestic Market Obligation [DMO] dan kebijakan harga acuan domestik yang wajar dalam konteks ‘untuk sebesar-besarnya kesejahteraan rakyat’; sehingga biaya masukan energi primer pada sistem pembangkit PLN maupun Produsen Listrik Swasta, dapat ditekan, yang akhirnya dapat menurunkan tarif listrik.
5. Untuk menyerap pertambahan daya sistem, akibat berhasilnya program 35 GW; perlu dilakukan, antara lain:
- Promosi gencar ke segala sektor pelanggan, terutama sektor produktip seperti industri [misal pembangunan Smelter] dan Bisnis [misal: pariwisata, kota/pemukiman baru, dlsb.].
- Penggalakkan penggunaan motor maupun mobil listrik; juga penggunaan kompor listrik induksi sebagai pengganti kompor gas.
- Bersamaan dengan itu, PLN perlu terus meningkatkan tingkat mutu pelayanan [keandalan dan stabilitas pasokan]; sehingga pihak Industri akan memilih menjadi pelanggan PLN dibanding menyediakan listrik sendiri.
- Dilain sisi, sektor perekonomian negara perlu menerapkan paket-paket kebijakan yang memicu akselerasi kebutuhan [demand] tenaga listrik.
6. Untuk menurunkan tarif listrik dalam jangka panjang; perlu dipercepat pembangunan transmisi tegangan tinggi arus searah [HVDC] yang menghubungkan Pulau Sumatra dengan Pulau Jawa. Untuk itu, disarankan dilakukan penelitian multidisipliner tentang Percepatan Pembangunan Transmisi Tegangan Tinggi Arus Searah Segmen Sumatra – Jawa. Serta kemudian untuk segmen-segmen antar pulau/kepulauan besar lainnya, sebagai langkah menuju satu jaringan ketenagalistrikan Indonesia Raya [Indonesia Grid].
7. Upaya memenuhi target rasio elektrifikasi 99,9% [~100%] dapat tercapai lebih cepat bila program KESDM dan PLN untuk menerangi daerah yang belum terlistriki, didukung oleh berbagai komponen Pemerintah antara lain: Pemerintah Daerah; Kementerian: Kehutanan, Kelautan, Pertanian, BUMN, Keuangan; Aparat Penegak Hukum; BPN; dlsb. Lebih khusus, dalam melistriki daerah Terdepan, Terluar, Terbelakang, akan menaikkan BPP Nasional, sehingga tarif akan naik bila tidak diimbangi kebijakan fiskal Penyertaan Modal Negara [PMN] dan atau Alokasi Subsidi
8. Subsidi listrik bagi kelompok pelanggan tidak mampu, dengan daya 450 VA dan 900 VA, adalah langkah tepat dalam kerangka tarif yang terjangkau dan berkeadilan. Namun verifikasi faktual tetap perlu dilakukan, sehingga pada akhirnya subsidi tidak dinikmati kelompok mampu.
9. Perlu dilakukan penelitian kebijakan penerapan tarif listrik regional secara multidisipliner [Sosial, Politik, Hukum, Teknis, Ekonomi, Budaya, Ekologi, dlsb] agar tarif listrik dirasakan lebih adil ditengah kesenjangan tingkat mutu pelayanan antar wilayah serta keragaman potensi sumber daya energi primer setiap wilayah. Kebijakan ‘satu bangsa satu harga listrik’ belum tentu mencerminkan keadilan sosial.
10. Biaya Pokok Pembangkitan Tenaga Listrik dari Energi Baru Terbarukan [EBT] –
selain Air dan Panas Bumi – masih relatip mahal, sehingga perlu dipertimbangkan kebijakan fiskal antara lain: Penyertaan Modal Negara, Dana Ketahanan Energi, dlsb.
